Ok, so in Sweden we have all sorts of standards ranging from simple small houses to big industrial factories. Toilets, distances to them, kitchens and how to design them for best performance. Parking spaces and how much area a bus need for a turn. The height a window has to be on not be reach for vandalism, etc, etc.

Would it be possible to feed a database with this type of data and then let Archicad present a design based on function, area and cost?

Very likely, but not a trivial problem. Also:
  • 1. I wouldn't call the result a 'design';

    2. I think a real designer could do a better job.
Unfortunately we seem to be on a slippery slope to 'design by regulation', which all but extinguishes any creativity or ingenuity. Personally, I'm hoping a lot of this bureaucracy will be scrapped in future.
