Handrail icon cannot be selected when drawing stairs

I cannot select Handrail icon when I draw stairs.  Other icons turn blue when I click on them but I cannot select Handrail one when I want to draw handrail and stairs at the same time.  I would appreciate if somebody could help.

So the button does look darker when I click on it but the railing doesn't work though.  Hopefully it'll get fixed at the next update.
