Nope, definitely can't do this with one stair.
I would add a 'sample' stair linked to storey height just to set the riser height automatically.
Then ALT click this to get the settings and change top link to 'Flexible'
Now model the first flight up to the landing.
Then model a second stair starting with the landing and adding as many treads/risers as you need.
In 3D elevate the second stair to the top level of the first.
Now you just need to tweak settings for end connections, walking lines, numbering, break lines, etc.
Also watch your head height where they overlap (this is a new feature in 22 - will save a few headaches - literally!).
