When I offset all selected objects it effects only one.

You may be better off deleting those other instances, offset one instance, then multiply it again. Much faster than setting the offset for hundreds of elements individually.

If you select multiple elements and try to offset an edge which is along the same line in those selected elements, then the offset will work on all selected elements (on which polygon editing Pet Palette commands work). But this is true for only those elements which have an edge at the clicked point.
However, in the case of the original poster where we have hundreds of elements and their edges do not align, then it is not possible to offset more than one element at a time, at least I do not know about such a capability.
Notice how in the below images, only when the cursor is above the edge of a selected element, will that element edge be offset. In the lower 2 images you can see that the rectangle on the right has its upper edge aligned with the upper edges of the other rectangles, it is selected, but its edge is still not offset because the cursor is not over any part of its edge when the Offset command is activated.
