It will not lay down the way I place it. Instead it will sometimes choose to lay on the opposite side and even when trying pull the text to the correct side of the label, it will usually stay on the wrong side.
How do I turn off the 'brain' it seems to have?

You can find the checkbox under the 'Text Label' tab. You probaly either want it unchecked all the time, which will make your text placement as predictable as you want. However your 'auto adjust' would not be effective.
Or you may want to keep it checked but set the angle as you place the label. While this may take a little longer, it would be both predictable and keep the angle. A good idea would be to do all the same angled labels in groups.
Better still, create favorites for each direction!

Every time we open a new session of AC9...It depends what you are doing when you are opening ArchiCAD. Are you selecting 'Create a New Project'? If so, are you selecting Latest Project Settings or Use a Template, etc.
This setting is defined by the Project you choose to open or create. Give us some more information and we can get to the bottom of it.

I assume then, by your question, that this does not happen to you? If that is the case, maybe it is time we tried a reinstall of the software. I will try that first thing tomorrow as I have no time left today.

But after a couple of tests, it appears to me that you have found a bug! If you use Latest Settings it sticks, but not if you use a .tpl file or open an existing file with it unchecked already.
