Layout Graduations/Scale

I'm a new user of Archicad 10 trying to get up to speed. When I create a new layout and set the scale to 1/4"=1' the layout still doesn't have 1/4" graduations they are 6'7" and the drawing is too small.

I would appreciate any assistance.
