Looking for ways to modify screen view and save for use as template/master plan

Over the years (going back to AC V8 I have just used the standard template when starting a new project. I just updated to AC23 and finally decided I wanted my new projects to open up on my monitor looking the way I wanted instead of the default template. My problems are not in setting up all the options in the "Project" and "Workplace" option settings but more to do with the actual items on the monitor screen. The following picture is a screen grab of the standard template to which I have indicated some questions that I am hoping someone can direct me as to whether or not I can do what's indicated.

Everything you ask for will need to be wished for since you cannot do any of them.
Also what you want to do is to modify your "Work Environment" since all of these items are not saved as part of a Template file.
