Magic wand can't follow the stair properly

Dear Friends,
I am working with railing. Magic wand tool is behaving peculiarly.
Unfortunately, the magic tool can't detect the railing properly.
I tried it both in 2D (See fig 2) & 3D (See fig 3)
I experienced this problem long ago. Didn't got time to solve or discuss it. But now It badly needs to solve it.

Here is the pln file of my model. It will be really helpful if you can take some time to check it.

Might be getting confused due you your reference line making a loop in plan. The magic wand "works fine" with the stair reference line set to the outside edge. The lack of a transition between your flights and landings will create odd goosenecks which you will probably need to fix manually though...
