How to print to scale, even when drawing is set to appropriate scale in layout page?
How to cleanup drawings in plotmaker, ike removing unwanted lines, is this possible?
Can I draw in the 3D model or at least move items vertically or horizontally?

There are several different ways to control lineweight. You should read the manual on these methods. You can let archicads pens define the line weights or control them from within plotmaker. It is more powerfull to control them from within plotmaker. This enables you to alter lineweight schems based on the type of drawing you output. Serch the archives as well as there are several different schemes with differing levels of complexity and control. Once a lineweight scheme is established the "parameters" of that sheme can be easily transfered with the option/control option (comand option for the Mac) method. I use the most common scheme on my master templates and can therfore easily transfer these directly on any layout (never have to search for a previously defined scheme).

The correct scale needs to set up in the view set. View sets Have to be set up with the intended output scale on the front end. Graphisoft should fix the fact that if you change scale in plotmaker autotext does not pick up the scale change. I guess they are forcing you to use view sets "correctly" .

Do this in Archicad.

I am not exactly sure what you are asking. Explain the "drawing" you are trying to produce.
It is probably worth trying to get involved in some sort of training to address these relatively fundamental procedures. It will save you money in the end.
