Polyline stop pet palette following

I am trying to trace some things with a polyline however the little pet palette with options to do straight, arc ect.. is following my mouse everywhere and getting in the way and it is becoming very infuriating.

This is working in AC 20. In AC18 it would lock to a point and sit there, even if I move the box in 20 it will come back and follow the mouse pointer.

Please tell me how I can stop this from happening its driving me insane.

You can change settings in the Work Environment > Dialog Boxes and Palettes.
Be sure to Redefine the User Preferences Scheme that your current Work Environment is using.
