Is there a way to 'overwrite' system shortcuts into a personalised shortcut?

ie:

F1 Help (system shortcut) ---> Pan (personalised shortcut)

No, not AFAIK.

You really should hold down your mouse's scroll wheel for panning. If you don't have a mouse with a scroll wheel, get one, you'll never look back. You can also use it for zooming.
