Serpentine and Inclined handrail

Sorry for not doing and extensive search... But I am trying to wrap my head around whether the SHELL Tool can extrude a profile along a serpentine path with the elevation changing along the path... In other words a simple handrail for serpentine stair...

No, it cannot.
You would probably have to do it segment by segment.
Each segment should be a Ruled shell so its profile can be moved, elevated and rotated in space to the exact needed position.
