Sill height question and insulation around wallhole of windo

Hello,

is it possible to set that automatic sill value would be calculated from the final ground height to the top surface of the board? Now it is set to the lower bottom and this is not right.

Other question is about adding extra insulation around wallhole of window.. i am adding some picture.
