How made windows decoration outside casing?

One way is using the other ArchiCAD Tools:
1. The top board: Roof Tool
2. Extensions to the vertical casings: Column Tool
3. Scroll brackets: Morph Tool or Custom Profile with a short Beam

Once created, these can be copied around if there are similar windows.
