I believe there used to be an stair of this type in StairMaker. I'm not sure if it's still there. It is not an option in any standard stair that I know of.

This is what I was able to do, there may be a better method. I launched ArchiCAD 10, and loaded the StairMaker library that is in the Add-Ons folder in the ArchiCAD 7 folder. I then used the StairMaker tool to pick the the stair type (St09) and I was able to edit its parameters. I am not very familiar with StairMaker, so I don't know if all of its features from version 7 are working in 10.
I was also able to save the stair in ArchiCAD 7 as an object (from the 3D Window) and place it as an object in ArchiCAD 10.
