Are you sure?
As long as a line and an arc have possible intersection points they will fillet, chamfer or intersect.
Naturally, if they have no possible geometric intersections they won't.
More info from you would be helpful.

Yes, i am sure. I have tried to use trim make sure line and arc have intersection. But they still can't fillet.

In your case it seems that it is getting confused as to which end to fillet/chamfer or maybe it is just that it can't do both for some reason.
If you split the arc in two it should work.
You can UNIFY them back together afterwards.
