17 did not have the new blue snap guides.
They will work here but probably not as you expect.

Hover over the black line and you will see a blue snap guide reference (is that the correct name) line appear after a second.
Now you can move away and start drawing what you want.
After you start to draw something you will now have other snap guides - one of them will be parallel to the original.
But as I say probably not what you want.

You want an orange guide line.
So drag the icon from the side of the screen (any side) over to the black line and it will place a guide line.
Now you can touch this guide line and you will see the movement handle.
Drag this (keep holding the mouse button - do not let go).
Type "D" for Distance and type the distance you want to offset it.
It should now be exactly where you want.
And will stay there until you delete it (it will not print).

How old is the tutorial?
For a few versions now we have the blue temporary snap guide lines.
These appear as you work and hovering over elements can force a guide line/circle to be generated.
They will appear/disappear as you move the cursor around.
They can be turned on or off in the view menu.
They can't be moved and will disappear once you have completed a command.

The orange guide lines are now permanent (until you delete them).
They are also turned on/off in the view menu.
When on, you will see a small dashed line icon on each edge of the current window.
Drag this and drop it where you want the guide line/circle to be.
They can also be placed with other commands.
They can be moved with the orange handle.
