Hi, Aleks!
When you start ArchiCAD your keyboard layout should be in English - then you will have Ctrl+V. When you start it in Cyrillic layout these commands just disappear.

Probably the problem is in the application for keyboard language change you use. Try uninstalling this application and restarting Windows and ArchiCAD.

If this doesn't help I suppose the problem is in the "russifficator" you use.
