I assume you need to increase the number of frames per second- normal TV is 25frame per seconds so that is a guide dpending on how smooth you want - head down from there to about 15 frames per second

or else the problem is disk fragmentation or the computer speed is too slow, or the compression scheme is wrong.
Last defrag of disk?
Try to recopy the file to a clean place on the disk or a scratch partition.
Try putting it on a CD and playing it back.
What compression?
What frame rate?
what image size?
what computer?
how full is hard drive?
