What is that pop-up pallette called? It's the one that activates with the control key + mouse click on a Mac or button 2 on a multi-button mouse. Is there any customization avavailable for this pallette, so that I might be able to add or subtract commands?

Context menu or right-click menu.

It's off by default in the work environment, but it can be hacked on. Check this thread. (That's for 9, I assume 10 is the same.) There's about 600,000 context menus, and IMO it's not worth it try to redesign them. It's a challenge even to determine what contexts they're talking about. I gave up.
