If the 'Z' heights for all you mesh nodes are 100+ feet then to reduce the 100 foot skirt you will need to set the skirt height to a negative value - say -90 to make the skirt around 10 feet high.
Then drag the mesh (as a whole element) to the correct level in elevation (if it is not in the position that you want) - this will probably change the base level to a negative value as well.
The height of the skirt is measured from the base level of the mesh but a positive figure goes down which I think leads to confusion.
The individual top surface node heights are also measured from the base level but positive figures go up (opposite to the skirt).
The base level can be set to what ever you want which is why I just drag the mesh in section to the correct position.
