The Drawing Tool does not allow you to recall every setting (eg. update type)...

That is awesome! I've been looking everywhere for those default settings...I obviously didn't spend enough time looking.
Thanks,

I found out that when my "VIEW" setting for a drawing is set for "Current Zoom" or "Zoomed Area", when I insert that drawing into the layout it will be inserted to show all of that the zoomed area, regardless of the default drawing tool setting.
I remember reading somewhere long time ago somewhere that someone recommended to always set the zoom to "None", now I have to agree...

You might want to check which setting you have under Preferences > Layouts > "When placing model views onto Layouts, adjust each drawing frame to show only zoomed area of model view".

I spent way too much time in the WE dialog, and obviously not enough time in the Project Preferences...
