If you're talking about inserting a bitmap file into a LAYOUT, then you can either use the FIGURE tool or PLACE a DRAWING / external file. You can also simply drag and drop from the directory onto the layout
If you're talking about into the "model" then use the picture tool or simply drag and drop from the directory onto the plan window.
Either way, you'll probably need to RESIZE it by stretching it or typing in a new RESOLUTION in the settings box.
