Check the thread "rotate in verticals" in this forum (it is a fairly current topic). The process was for creating a different shape but the steps should remain the same.

You could use the flat arch door to create an arch opening. Then use a wall to subtract the lower opening using Solid element operations. Then add columns.

One other option is the barrel vault roof. This could be used to easily create the arch in 3d and in the vertical direction.
