Any particular reason why you're doing the elevations in 2D pen instead of using the elevation tool?
Re: the poor resolution when reducing the image in PS, all image editors have multiple resampling methods so you might want to explore those.

ArchiCAD saves the PDF as a vector drawing. When you open the PDF in Photoshop it will convert the vector image to a bitmap according to the preference setting. When you reduce the image size to 10% you are throwing away 99% of the pixels.
