"Closed Fist" Cursor . . . What is it?

I give up looking. Occasionally (and somewhat randomly it seems) my cursor changes to what looks like a closed fist as I'm moving it across the 3D Window. Can't find an explanation for it. Can anyone tell me what its function is?

 

Operating system used: Mac Apple Silicon Sonoma 14.6.1

Closed fist is "pan" in the 3d Window.

In floor plan it is an open hand.
