transparent windows

In the past when I wanted transparent windows in a perspective, I would turn "transparency in shading" to-On. Now it doesn't matter-on or off-no transparency. What am I missing?
AC19(9001), 27" iMac i7, 12 gb ram, ATI Radeon HD 4850 512mb, OS 10.12.6

Glass-tinted dk. Also tried Glass-clear &Glass-blue/ice.

It was the glass material, Dwight. Tinted glass has a fill. Clear and Blue/Ice work.
