How do I angle the top of this retaining wall down to follow the top of grade?

Solid Element Operation with wall as target and a roof as the operator (on a layer you turn off, do not delete) to the slope required.

Skateboarders would probably prefer it flat, though.

To follow the grade exactly, use SEO but with a copy of the mesh as the operator. Raise the mesh and move it as necessary to get what you want.
