DWG file wont allow me to "move" it?? layers are unlocked?

here's what I have.
I've imported a DWG file as an xref into an archicad environment.
I've unlocked ALL the layer from that xref.
Now..when I try to "move" the file closer to the center origin in the archicad file....it wont give me the 'move' option?

using Archicad 12.
what gives here folks?

Cross check the GROUP/SUSPENDED GROUP option.
