Unwanted layers after saving .mod file

I'm saving a module file of my project with a desired layer combination active. When I later hotlink that module in another project objects from unwanted layers comes along that hotlinked module. On the ArchiCAD website it says:
"Module-type files are a simplified type of ArchiCAD file (with extension .mod). Only the visible Layers are included, as well as Embedded objects."
Now I'm wondering what I'm doing wrong?

Maybe the FILE > SAVE AS > MOD will save everything in the model including elements on hidden layers.
Whereas the FILE > EXTERNAL CONTENT > SAVE SELECTION AS MODULE will only save what is selected.

I used marque all stories around the entire project and saved selection as module and all stories came along with desired layers in the hotlinked module.
