we have a project that was on the server but has been saved as a stand stand alone pln. file to one of the machines. Is there some command that will will release all parts of the drawing? Some of the objects and parts cannot be move or selected to be changed -- like it is still on the server and has not been requested.

Maybe their layers are locked.
Or the elements are locked.
Or they are coming from a Hotlinked Module.
If you select those elements what kind of selection hotspot do they have?
Round, square, greyed?

They are greyed just like when you don't have rights to them which shouldn't be in play on a stand alone pln.

It sounds like the elements are locked. I have seen quite a few files where elements will randomly become locked. Just unlock them throught the Edit->Locking menu.

Can you mouse over an element and take a screenshot?

Are the selection handles square? This would indicate that the elements are being treated as a hotlinked module.
