Lamps not illuminating in renderings

Placed lamps are not illuminating the scenes when trying to render with cinerender. I have tried various settings for the lamps and in the Photorendering settings. They were working up until about a month ago. Any suggestions?

Hallo 

I use "outdoor bluenight medium" scenes and modify "sun intensity" to 1%  and "lamps intensity" to 100%.
