On an exterior view by night, how could i have interior lights emission through the windows on the ground?

Glass might not transmit enough internal light to cause projection onto the foreground.

Add a Light Cone Down lamp in front [on the outside] of the glass.

Make the light cone radius large: 2-3m
Tilt it downward somewhat.
Adjust other settings to suit.

This should light the foreground.

Another option is the window light, placed against the glazing to shine outward.
