Teamwork Reservation Conflicts (libraries and attributes)

This SHOULD be an easy fix for future updates. Require attributes, libraries, etc. to be reserved before new elements, attributes, etc. can be added or created. 
This is such a pain and way too easy to slip on, and almost impossible to resolve if there are more than 2 people involved in the conflict.

and in this case:
user 1 has surface reserved, so user 2 can't release all
user 2 has some add-on reserved, so user 1 can't release all
...
they have to systematically release elements/features/settings until it gets untangled...
what a *********** this is!
