is this possible? Any suggestions as to platform specifics or best compiler options appreciated.

Nope. Developing for Mac OS requires XCode, which does not run in Windows. You used to be able to do it in CodeWarrior, but that ceased with the Apple switch to Intel Machines.

Is it correct that for ArchiCAD PowerPC version you still need CodeWarrior? Or can you do this with XCode too?

Yes, you still need CodeWarrior for Archicad PPC development 😞
