I am not completely sure that I am right about this, but I think:
IFC is a specific format with *.ifc extension.
IFCXML is an XML file probably containing pretty much the same information as the *.ifc extension file.
2x2 and 2x3 are version of the IFC specification.
2x3 is more recent.
