Publishing Layouts to dwg format AC 27.1.1

File initially created in AC24 UK Template, saved in AC25, 26, 27.

Publishing Layouts to dwg format exports dwg files only with Linked Xref Drawings option, no matter which option is chosen for export.

I want to export Layouts to Single DXF/DWG files.
