I would like to purchase an object from Hum3D but thus far I cannot make it work. I have purchased Archicad 23 but I am told my computer needs to be upgraded so I have not installed it and am still using v16. I have downloaded the Goodies link (version 16) but my version apparently does not have the Interoperability section. Is there a work around for this?

If you are still using V16, don't look at documentation for v23.
The "Interoperability" menu is a new name in recent versions.
I believe back in 16 it was FILE menu > FILE SPECIAL > 3D STUDIO > …

Is this due to your OS? If so, and if you are using Windows, there are still available pathways to upgrade to Win10 for free if you have a valid Win7 or Win8 licence.

Upgrading may introduce new comparability issues going backwards though so beware. Examples being Adobe CS6 and AutoCAD 2010 from experience. AutoDesk also will not activate pre-2016 licences (current version minus 3) of any of their software, so if you use any of their older products and plan to upgrade, do not do a fresh install.
