Ok, I'm still really new to this, and my dead line is tomorrow.

So, somehow I clicked a property where I can no longer type in lengths to place items. This is a really simple option I think I must have turned off, but i have no idea where it is. Can someone please help me?

You may have turned Tracker off...

for somereason I type in 15' and it won't dimension whatever I am drafting to 15'....

the window pops up, i type it in, i hit enter (should i not hit enter?)... and it draws the line to where ever my cursor is.

Sounds like you've got Snap to Grid turned on. Try hitting your S key once.
