Setting orientation Graphically (Rotation of plan view)

In the orientation settings at the bottom of the drawing in View Map, there are four preset angles: 0, 90, 180, and 270. Above that are user set angles. 1. Can the user set angles be erased? 2. I have a 0 in the user settings and a 0 in the preset roataion settings. If the user setting 0 is selected, the drawing dosn't move but some of the text flips backwards. I don't have a good understanding of what's happening. ArchiCad 20.

No, there will be up to 4 user set values.
Each time you make a new one the oldest of the 4 will be replaced.
I am not sure how you created a user value of 0°, but just create a few more and eventually it will be gone.

Thanks.
The other thing weird is that when it's at the program "0" and I draw a line to the right is says it's at 45 degrees. If I draw a line up and to the right at 45 degrees it shows the angle as "0". I guess I can live with that.

No need to put up with that.
It sounds like you have a rotated grid.
Just set it back to square (orthogonal).
