Is there anyway to create a library of standard 2D details without having to create a separate pln file that people have to copy and paste from?

this is a bit old school, but you can try the archicad "Patch" tool for saving typical details.

If you mean a large scale 2D detail with annotation, you can simply select what you want and then save it as a library object (FILE menu > Libraries & Objects > Save selection as a Library Part > Object).

You will need to save it in you office library that you can then load in every project.

Or you can also create a template file with your details saved in the project browser as worksheets. You can also bring in new details from other sources and file formats like DWG & PDF and save them as worksheets too.

I kind of liked the Contrabim setup with pinning template objects to a renovation filter. You have the video here: https://www.youtube.com/watch?v=9D3DDo9GY8c&t=938s

CB has a highly organised template using the renovation tools.
