When using the Drawing's function/setting "Split Drawing among Multiple Layouts", is it possible to add manual 2D annotation on a Layout without it being visible on all such multiple Layouts?

I don't think so.
I can see no way of opening each split layout so you could add annotation.
Anything you do add to the first page will show on all of them.

That's what I was afraid of.
But then I wonder what do people who use this function do when they need to add a revision cloud for example?

I don't know as I don't use revisions.
It is only schedules that can be split I believe?
And I assume if you revise a schedule, you are revising the entire schedule?
So the revision should show on all the split pages?
But as I say, I really don't know as I don't use revisions.

Yes, I think it's only the Schedules that can be split. I don't use Revision tool either, but I do need to draw revision clouds manually sometimes.
For example, if I have a window schedule with say 80+ window types on a larger project and I have changed 5 of them, I need to mark them somehow for the window manufacturer so that they know which ones are the ones that have been changed.
There are surely different ways of doing things in different countries, but in my country we send the original drawing with revision clouds marking only the changes.
Which seems to be a problem if I was thinking of using "Split drawing" function. In other words, it's a major bug for me.

When I have had this problem I didn't use markers but I made clear revision notes on the layout referring to each change for each item. I agree it isn't an ideal option especially if you have many layouts for the one schedule.
I seem to recall trying to place schedules and crop them which didn't go well.
The only other way was to limit the schedule with criteria so you end up with multiple schedules, but at least there is one schedule per layout that you can mark with revisions.

No, you won't be able to use the split function.
Unless you can add the annotation for the revision just to the 2D/3D views in the schedule.
But I doubt that would be any good.
You will have to do it the old fashioned way and create multiple layout pages.
Place the whole schedule on each page and crop to the relevant portion that will fit on each page.
Now you will have access to each page and you can add your revision clouds.
