AC17- Merge DWG into Layout duplicates Pspace Xref Elements

I have been Merging DWGs to Layout with the following strange results.

If the DWG has a placed XRef in Pspace AC will create a duplicate of the XRef after import, there are no duplicates in the DWG file.

Thought that the reason for the duplicate was that the XRef has the same information on Mspace and Pspace and AC is importing both.

Removing one of the copies does not solve the problem.

Curious.
