Copy Master Layout to another File

I have two 10 files open and tried to drag a master layout from one file to the other in the two panel Organizer. What is the best way to get a maser layout into another file?

You can do it with either both files open, or one file open and use the "Browse" feature in the Organizer to get Masters from files that are not open.
