Why id the level dimension tool greyed out in the section/elevation window?

It is not greyed out in the floor plan window but it is not used in the floor plan window.

Yes it is.
I think what you are looking for is the "Elevation" Construction Method of the Linear Dimension Tool.
Maybe the Marker mislead you. That Marker is available both for Level Dimensions and Elevation Dimensions.
