Just select the entire dimension line and drag like you would any other element.
If they are associated to your model elements they will stay associated.
If not you can constrain the drag direction with the SHIFT key or by using your guidelines.
If you have a group of dimensions (multiple lines) and you want to adjust the spacing between the lines then unfortunately you will have to move each line individually.
