Pen color of Stair in Layout is Incorrect

So just to be sure check the settings of your drawing in the layout.
The pen set should be set to "By View..." or the correct specific pen set is chosen, and the colours are set to "Defined By Pen Set.

OK then, so long as you are viewing the plan with the "General" pen set they should both be the same.
If you are using the same plan view from the view map that you have placed on the layout then that pen set will be chosen automatically.
If you are viewing the plan from the Project Map then you manually have to set the pen set.
Select the drawing in the layout and then choose 'Open Source View'.
This should match your layout exactly.
If not I am not quite sure what is happening.

You are correct. I found a parameter (nosing line pen) that was set to the pen color that is showing up in the layout, even though it does not show up in the 2d view.

The layout should be showing what is in the 2D view.
If the same pen set is used in the 2D view and the layout drawing there should be no difference - at least that is the way I understand how it should work.
