Yes, you would have to solve this by placing them on separate Layers, creating Layer Combinations for each state, and showing the proper Layer in the proper Renovation Filter state. You should save Views and these Views would display and use the corresponding Layer Combination and Renovation Filter.

Any idea whether there is a more consistent way to get around this in AC24 rather than having to go back to create layer combos?

No, I don't see any new development in AC24 that would address this.
