Sheet Scale on Layout Book

When I bring a pdf file of a structural drawing and place into my layout book, it gives me a default scale of 1" = 1'-0" in the drawing title. How do I change the scale to what it really is, which is SCALE = 3/16" = 1'-0"

First create a Worksheet at the drawing's scale, add the drawing to that Worksheet and size it correctly if needed, then place that Worksheet on the Layout.
