I have a file which no matter which page setup I use always prints or publishes to A4. Of course I have set the plotmaker option in the print to 100%

If I choose different file and import a layout from the first file it sizes perfectly.

I have reinstalled the printer and have done a new and reset. Still no go.

I ended up making a new file and importing all the layouts. Now it works.

BUT CAUTION

I saved the file with the name of the old file and Plotmaker JUST SAVED OVER THE OLD VERSION WITHOUT ASKING TO REPLACE!!!

I seem to remember a previous version of Archicad did that with objects.

We had a probem with Plotmaker allowing multiple people to open the same file, but I've not seen the one you described....I'm not sure which is worse!
